Job Description
The City of Virginia Beach is seeking a qualified Real Estate Appraiser I/II to join the City's Real Estate Assessor's Office. The mission of this office is to annually value all real estate in the City of Virginia Beach with fairness and equity, in compliance with Virginia State Law and Virginia Beach City Code.
This position can be filled by an Appraiser I ($45,527.40 - $70,567.47) or an Appraiser II ($55,338.90 - $85,775.30) depending upon qualifications.
Duties:
- Obtains and record data on land and improvements using deeds, plats, site plans, and field inspections in order to provide accurate information by which to appraise real estate for taxation purposes.
- Measures all types of structures using a manual tape measure and computes the square footage of each section in order to establish the size of real property improvements to be used as a basis for evaluation and comparison to other properties.
- Periodically rechecks structures for alterations in order to maintain accurate real property information and ensure quality in assessments.
- Performs basic real estate appraisals of less complicated properties to facilitate the timely reassessment of the City.
- Sketches the results of field measurements and enters detailed data collected on land and all improvements of properties.
- Analyzes sales data to determine indicated estimated market value of all land types and improvements.
- Appraise new construction, land, and building improvements to use as a basis for tax assessments.
- Study building plans and specifications to obtain information regarding size, type of construction, and other factors which affect value.
- Visit property to verify information contained in plans and specifications on building permits and to ascertain the quality of the material and workmanship involved in construction which ultimately affect property value.
- Review and analyze this information and make appraisal of the true market value of the property.
- Understands and utilizes technology related tools such as ProVal CAMA, Pictometry, GIS, Microsoft Excel, PowerPoint and Word.
- Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less.
- Compiles data for ratio studies, verify sales, prepares reports and analyze data used in mass appraisal process for the general reassessment.
- Individual assignments will be determined by the supervisor based on then current workloads and department need.

Minimum Requirements:
- Minimum Qualifications Real Estate Appraiser I: Requires any combination of education (above the high school level) and/or experience equivalent to two (2) years in fields utilizing the required knowledge, skills and abilities, associated with positions such as real estate appraisers, or equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
- Minimum Qualifications Real Estate Appraiser II: Requires any combination of education (above the high school level) and/or experience equivalent to four (4) years in fields providing the required knowledge, skills and abilities, and associated with positions such as Real Estate Appraiser. Two (2) courses offered by the International Association of Assessing Officers (IAAO), the American Society of Appraisers (ASA) the Appraisal Institute or other appraisal organization sponsors of the Appraisal Foundation; or possess a valid Real Estate Appraisal License issued by the Commonwealth of Virginia.
Preferences:
- Real Estate appraisal experience.
- Formal education above high school in Finance, Economic, or a Real Estate related field.
- Data Analysis experience.
- Knowledge/experience of building construction practices and building and land valuation.
- Experience working in a government setting.
- Experience with mass appraisal software such as ProVal, Pictometry, GIS, and related land management and inventory tools for use in mass appraisal.
- Experience reading blueprints, maps, plats, deeds.
- Progress towards a professional designation with IAAO, Appraisal Institute, ASA or other founding member of the Appraisal Foundation and/or coursework towards an appraisal license in the Commonwealth of Virginia.
- Strong analytical and quantitative skills.
