Purpose of Position:

The purpose of this position is to serve as support for the City’s Information and Communication Systems (ICS) mission, which includes installing and maintaining hardware and software, providing user training and support, performing systems analysis, coordinating maintenance and repair needs and carrying out functions related to purchasing.

Essential Job Functions:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Manages the ICS Support Desk and corresponding systems.
  • Creates, configures and maintains objects and services within the Active Directory environment.
  • Installs, configures and maintains computers, operating systems, peripherals and networking hardware and software.
  • Troubleshoots computer hardware and software issues and coordinates with vendor support to arrange for outside support or repair.
  • Creates, installs, configures and maintains system automation and scripting.
  • Installs, configures, trains and supports multiple user applications.
  • Participates in the implementation of ICS projects for City departments or government agencies; monitors project status and recommends adjustments to supervisor.
  • Installs and tests new releases of software and maintains existing software.
  • Manages assigned systems and services.
  • Prepares and maintains systems and user documentation and provides user training.
  • Assists in the research and evaluation of hardware and software purchases based on technical computer configuration and user application needs.
  • Assists in developing technical specifications for system and software purchases and prepares technical procedures for the use and operation of hardware and software systems.
  • Obtains and evaluates quotes and places orders, coordinates purchases with City departments and vendors.
  • Assists in developing the annual budget for computer system purchases, maintenance and support.
  • Represents Information and Communication Services department on committees as assigned.
  • Performs other related duties as required.

Knowledge, Skills & Abilities Required to Perform Essential Job Functions:

  • Detailed understanding, working knowledge and hands-on experience with current Microsoft technologies and an understanding of networking with TCP/IP.
  • Detailed understanding, working knowledge, and hands-on experience with information security best practices and technologies such as system backups, antivirus and anti-spyware applications, firewalls and other network security tools and systems.
  • Ability to coordinate, review, prioritize, classify and analyze data.
  • Ability to utilize a variety of reference, descriptive, advisory, consulting and design data and information to make technical decisions.
  • Ability to manage or coordinate multiple tasks or activities simultaneously.
  • Ability to set priorities and to meet deadlines.
  • Ability to organize and carry out work assignments with minimal direct supervision.
  • Ability to exercise discretion in identifying and selecting from alternative courses of action.
  • Ability to provide guidance, assistance and interpretation regarding the application of procedures and standards to specific situations.
  • Ability to communicate effectively; includes ability to speak and write clearly.
  • Ability to perform addition, subtraction, multiplication and division, and to calculate decimals and percentages; ability to interpret graphs and diagrams.
  • Ability to operate a personal computer utilizing word processing, spreadsheet, database management, networking, utilities, communications, Internet or other software applications as may be necessary to perform essential job functions.
  • Ability to operate a variety of tools and equipment associated with network administration, which may include hand tools and computer hardware.
  • Ability to operate a motor vehicle to conduct work activities.
  • Ability to exert moderate physical effort, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials weighing 21-50 pounds.
  • Essential functions are regularly performed without exposure to adverse environmental conditions.

Qualifications Required to Perform Essential Job Functions:

  • Bachelors degree in computer science, management information systems, electronic engineering or a related field supplemented by one (1) to three (3) years of directly related experience.
  • Associates degree in computer science, management information systems, electronic engineering or a related field supplemented by three (3) to five (5) years of directly related experience.
  • Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
